Samuel Attukwei Quaye

Lawyer Sam Atukwei Quaye is an accomplished legal practitioner, public administrator, and governance expert with extensive experience in law, public service, and international development. He currently serves as the Deputy Managing Director of the State Housing Company Limited, where he provides strategic leadership in advancing Ghana’s national housing and infrastructure agenda and previously served as the Municipal Chief Executive (MCE) of the Ga West Municipal Assembly and the Chief Executive Officer (CEO) of Lumicon Ghana Limited.

He was the Managing Partner of Prestige & Stanford Law Firm and previously led Adamafio & Associates – Afroso Chambers as Managing Partner. He started his legal practice as an Associate at Yaw Barimah & Co., Afisem Chambers. His legal practice spans corporate governance, labour law, and public policy and generally all aspects of Civil and Criminal Law. He also leads the Ghana Law Society as General Secretary. Currently he is a Senior and Founding Partner of Prestige and Stanford Law Firm

Lawyer Quaye has also served as an International Consultant for leading global institutions including Fairtrade International (Germany), the International Labour Organization (ILO), Tulane University (USA), and the United States Department of Labour (USDOL), contributing to child labour interventions, social protection policies, and community-based monitoring systems across Ghana and Côte d’Ivoire.

Beyond his public service, Lawyer Quaye is passionate about education and social protection impact. He was the National Coordinator of the Ghana Child Labor Monitoring System at the National Programme for the Elimination of the Worst Forms of Child Labor in Cocoa.

He serves as Board Chairman of Akramaman Senior High School, Board Member of St. Paul’s Senior High School (Denu) and Wesley Girls’ School (Accra), and the Founder and Board Chairman of “CARE” GHANA as well as a Board Member of Solidaire Ghana.

A proud alumnus and former National President and Alumni President of AIESEC Ghana (International Association of Students interested in Economics and Commerce), Lawyer Quaye remains committed to leadership development, ethical governance, and national transformation.

Lawyer Atukwei holds his BA Hons degree in Political Science and Philosophy, BL at the Ghana School of Law, MBA in Business Administration (Project Management Option), LLM in International Law from the Global Business School, Cyprus and currently a Ph.D. student at the Unicaf University, Zambia. He is married with four (4) children.
